These four people are in a for a surprise, a slow moving Union Pacific Freight train just moved out of the camera frame to the right of the photo there by blocking the view of the approaching UTA Front Runner passenger train that will approach just as these four clear the tracks.
When there more than one track and the train just went by and the lights remain on odds are there's another train approaching. Always where there's tracks expect a train.
