This pic shows how Volvo and VDO got smart and improved the connection for the three wires going to the sending unit:

...a single, sealed connector.

And yes, the steel cover does get rusty over time. Some gentle and careful rust removal from the cover, followed by a coating of good enamel will allow this sending unit to do its job for several more years.
