I will leave you wondering about the context Phil. For me the expressive part of this image comes from vantage point as you have mentioned. From what might seem a simple photograph of a group of people at ground level, cluttered with things in the background, we move to this view, a graphic look at the relationship between this lone photographer and the his subjects.
Nice vantage point -- I wonder if this fellow has created a little fantasy "work" action here to shoot, or if these people are really doing whatever they are doing, camera not withstanding. You position the people well in the frame and the sea of stone creates a world of corporate sterility.
