"Frost Flowers" are formed when certain long-stemmed weedy plants freeze, with moisture still in the stalks. As the plant freezes, the stalk splits and the frozen moisture is extruded through the vertical cracks in thin, ribbon-like sheets which then curl around the plant, forming the 'flowers'.
This was among several seen on a cold, frosty morning in Cades Cove.
