The photographer appears to be showing us a juxtaposition of the image on the background sign with the foreground rider and this makes the image stronger than a simple sports
action photo although the remainder of the sign is very distracting. As a sports action photo, the bull and rider are large in the frame and the rider is in focus. A higher shutter speed
could have been used to freeze the action of the bull and the bull and the rider are slightly underexposed to control the bright sky so the shadows might be lifted in post-processing.
At all rodeo events there are a lot of distractions in the background and if the intent was not to show the rider on the sign then a shallower depth of field might have reduced the distractions.
