Yes, the seams are sealed with 5200 and there is a 1/2" drain hole at the bottom through the transom. I agree, propane is not to be taken llightly but it can be used safely with the right installation.

Is this compartment sealed and does it drain overboard?

Last thing you need is propane (heavy gas) in the bilge!
