This tree is under attack by several thousand Douglas-fir beetles, and is trying very hard to "pitch them out," or flood the attacked areas with resins that are toxic to the beetle. The tree's ability to produce and mobilize those resins depends mostly on the size of the crown, the amount of competition from trees around it, and whether there's been enough rain.
