Top Speed is for " Talgo" trains which have little balance weights that shift to allow them to go faster on a " Said Curse" than a normal Amtrack car would safely go. Middle is speed for amtrak, bottom is of course freight speed limit.

Wherever a government exists, s**t-for-brains planners exist. But back to the photo... The limits probably reflect the the highest safe speeds based on condition of the track and the center of gravity of the trains (Talgos tilt to compensate for leaning in the curves).

Railroad speed limits are based on logarithmic square roots of base 2 prime numbers. I can say no more lest my poor grasp of mathematics makes me look foolish.
