Subfamily: Campopleginae
According to Guald (1984)*, "to avoid parasites, this family of Ichneumon Wasps suspend their cocoon from a plant by a long thread and many also have black and white blotched cocoons that resemble bird droppings.

I found this cocoon attached to the end of leaves on a shrub in the woods.
