Scanned from a stereoview from the mid 1880's
The stereoview was published by the Dominion Photographic Company of Belleville, Ont. who are known for publishing pirated images and not identifying the subject.
After image searching I tracked the subject down to "The Temple of the Winds" in Athens photographed by Frank Mason Good (1839 - 1928) some time prior to 1880.
Now referred to as the Tower of the Winds it was constructed circa 50 BCE and is regarded as the world's first meteorological station.
