Al Bahah marketplace, prayer time

We had a lot of free time during the day at three prayer times, when everything at the festival shuts down. Here we were being informed about the Al Bahah region, when I shot a few pictures from our terrace vantage point. This was the Bahah marketplace after the call to prayer, taken six minutes after the picture posted below. Men are gathered on the large carpet to pray, with an imam speaking to them, and the concessions are covered up and closed.

I just found out from a notification to US citizens here that media reports have alleged that terrorist attacks were aimed at this festival, although the authorities have reportedly thwarted the alleged attack plans. Good thing we went when we did, because we wouldn’t be able to go now…

Is prayer time compulsory for everyone? I do see some people wandering in the background, so perhaps it's not.
