The Portland Observatory is NOT a lighthouse. It was built up on top of a hill and would alert the wharf when a ship was 12 miles out, finding out which pier the ship should pull in to. "Your ship has come in" was messages they would send out to whom the ship was bringing in cargo for. This was the last Observatory built since 1807.
