We had read that the Ministry of Justice building was worth looking at, and we searched everywhere for it. Finally, according to the map and the lack of anything else nearby, we concluded this was it. This is Al Sulaiti Tower I; the ministry could have been in II, but we didn’t see that (and from pictures it looks pretty much the same).
