The United Arab Emirates was the guest country at the festival. It's amazing how a country on the same Arabian Peninsula could have such a different style of dress (definitely more liberal, despite the woman in abaya and hijab). The woman on the left is wearing a burqa on her face, which I think is frequently found in Oman.
