I think Pam may have hit on the explanation. It could be a memorial of some kind. It was funny though, in no special place, just lying by the sidewalk as if it had been thrown down there.

It is rather a forlorn bouquet! I wonder if something happened at that spot that moved someone to place a flower memorial.
