This building makes me think of the mask used in the "Scream" films, as well as suggesting the crown of a dark and fallen king in a fantasy tale.

The locals have a bad taste joke about this building: they say that as a consequence of the 11th September terrorist attacks against the U.S.A. the building was designed so that airplanes could pass through. Bad joke but nice building.
