A curious cross between a drinking fountain and a place to call for prayer.

This is the Seyitgazı Çeşmesi, a fountain built in 1904 (according to the building inscription inserted above the arch). The structure on top of the fountain is called a ‘köşk minare’ (kiosk minaret) or also ‘minber minare’ (pulpit minaret). Kayseri has a few other (similar) fountains-with-kiosk minaret, e.g. the Kadi Çeşmesi (mid-16th century) and the Hacı Kasım Camii Çeşmesi (early 20th century).
