Used Oscar's Finest Watercolor in Photobrush. Looks kind of milky. Brought the saved image back to Photoshop and increased the contrast with Curves. Tried Rough Pastels and then some texture, still wasn't what I wanted so I tried Difference Clouds and that worked.
