The base layer for this can be simple soft round brushes just as easily as the scroll brush used here. This same basic process can achieve many atmospheric effects. You can duplicate a base and experiment without damaging the layer below. Also you can do several possible approaches and compare them by changing the visible layers. This works for applying make up to portraits.
