Hi Gail,
Yes this is one of the quirks of using a filter. If you have a B&W photo of blue skies, red roses and green foliage and apply a red filter, you'll see that the red roses are now very light/white. This dog may look yellow in colour but there is also some red to make her a rich golden colour. The sepia filter has those same colours and they are in effect, cancelling out the colours in the dog, thus making her lighter.

Interesting effect, but to me, it just makes the dog seem overexposed.
