I was trying to figure out why these don't work as well as others of this technique & I think it's because you have solids (seaweed) in the water. This makes it look like you have just used the blur tool to get this effect. All the other shots I've seen just show water with that smooth look, any solids such as boats, seaweed etc just make it look blurred instead of smooth..........IMHO as usual:-)

I'm with Pops on this and prefer this of the three. I find this quite menacing with the seaweed seeming to have a life of its own creeping up out of the mist in a very malevolent way. The light too is spooky. Very good
