the angle of view has changed in this view - we are further left, away from the road.
So it probably was taken after the Western Summit tower was moved and rebuilt.

That looks like a pretty fresh scar where the West View used to be, suggesting this view was taken not long after it burned down.

Utility poles have appeared along the downhill side of the road.
