the reverse has a printed legend: "Directly on the Gulf of Mexico [...] 4 miles East of Carrabelle, Fla. [...] White Sand Beach, 275-foot illuminated Fishing Pier." and is inscribed "this is the man I work for. He has a nice wife and little boy."

A local man told me this used to be east of town, but is gone now. Driving four miles from Carrabelle gets you to Lanark Village, which has a few fishing piers that might meet the description.
