Caroline. This is a Common Tern based on the dark bill (orange or reddish on Elegants, ever blackish), and the broad messy trailing edge on the underwing (clean and crisp on Arctic Tern). The outer primary growing in is confusing, I would not expect that at this time of year in Common Tern.
