Very amusing incongruity -- the bike and graffiti work perfectly together to satirize the Macho world of body building on the other side of that wall. The handle of the bike is prodding the cartoon figure right where it hurts -- and even the paint gives way at that point. The sign at right adds context for meaning. Once again, this image would have double the impact if you had sized it twice the size because of the role of small detail here.
