For a country renowned for its style, architecture isn't always a part of that. If I had to guess these apartments would have been designed during the post-war reconstruction period of the 60's and 70's, and look it. That said, I've certainly seen far worse buildings from that era in Australia. The fact that all of the metal shutters are pulled down - every single one of them - may say something about the proximity to the rail line though.
I don't know what this place would be like in the winter but the corroded state of the fence (similar to the fence both further up and down the track) suggests that the winters may be less than mild.
