During the winter, the rountain is drained and does not run. This is a beautiful work of art and I have not done it justice, as I have not included the very large top bowl in this photo. This I believe was put up as a Memorial to the U.S. Navy. I could never make out the entire inscription because every time I was in the area the base served as a seat for the many, as seen here. This was taken on one of the last days of winter, and people were enjoying the sun. This will also go in the "DC Places" album.
