This photo is looking towards the south-southeast. The hills in the background are in the Peak District national park between Macclesfield and Buxton. They top out at about 600m; the city itself is 50-75m above sea level.

Snowdonia would be off to the photographer's right, by about 100 miles. With how rarely the sun shines in Manchester in January this is quite the moment; not a long window of time at that time of year to get the sun off the side of the Arndale Centre and CIS Tower like that.

The white mountains in the background, I think there in Snowdonia but can anyone confirm this please?
