Salvia? growing in neighbor's yard

Austin, Texas

My neighbor hasn't been able to keep up their yard as well as they'd like which means there are some interesting things growing in it. This appears to be some type of salvia. I've never seen it growing like this and don't know where it would have come from. There are some salvia shrubs on the other side of our building, but I don't know if those are the same species. Very odd, but I think they look pretty - wish I had noticed them sooner so I could have photographed them with more flowers still in bloom.
