Interesting effect, I thought it was the shadow of the photographer and his tripod.

I used the "glowing edge" command under Filters/stylize in Photo Shop Elements. This is the first time, that I've gotten a really cool image from that filter. The black lamp post and fence were shot against a bright sky close to dusk, so it was high contrast image to begin with. The exposure was 1/2 sec, which made the people blurry. - Tim
