Yes, this is a male. It would be atypical for a female to have a frame around the throat as paltry as that of this bird. Also, females can have all-red (or nearly so) throats, but I've never seen it. And despite hours of research, I've never seen a photo of a female with 'stray' red on the cheek, as on this bird.
