This bird has a deformed bill -- broad scoop-shaped lower mandible, abnormally small upper mandible. See the closeup at http://www.pbase.com/image/104534066 . I believe it is a first-winter bird; note the striping on the crown, which renders the central stripe indistinct -- also remnants of streaking on the side of the breast.
