I labeled this small tern as a "Commic"; either a Common or an Arctic, leaning towards Common due to the darkness of the primaries. But one could make an argument for a Least Tern, given it's diminutive size, compared to the Elegant overhead. Sorry for the poor quality image, but it was a distant bird, and the photo has been cropped and zoomed a LOT.
