This is a male Northern Harrier, or Marh Hawk. The Gray indicates male color and the white tail band is an indicator of a Marh Hawk. They also have a different shaped face, it's almost Owl like.

Beautiful shot! Looks like it has it's dinner eyed up. Is that a kite or falcon?
