Thanks for the comments. Jerry: The movement in the background is a tug passing by, pulling a barge. I didn't quite get the amount of motion blur right, but there was no second chance. Fremiet: Of course it's processed. First I adjusted the tint to get a blue/green cast. Then I converted a duplicate layer to black and white and blended it in overlay mode, at about 70% opacity.

Poignant scene, Tyler, and the treatment adds to the sad mood. There seems to be movement blur in the background, but I can't quite figure it out...
