Thanks for the comments. Johnebones, to get the genie, I took a picture of my daughter doing pirouettes (with a fairly slow shutter speed), then selected it and deleted the background, rotated it, then copied it into an empty layer of the sky picture, and did filter-distort-wave, and tried a lot of settings until it looked like that.
