the upper, longer shaft is for a manual rack.
the lower shaft is for power steering.

this style of steering shaft was used with the pre-78 14mm pinion shaft racks. In 1978, Volvo increased the size of the pinion shaft to 19mm; and redesigned the steering shaft as well.
on the lower left is the top joint that connects to the steering column.
next to it is the rubber flex coupling that goes between the upper joint and the steering shaft.
