manual racks are mounted in rubber bushings. The bushings are there to absorb some of the impacts from roadway imperfections.

One thing that you do NOT do is to tighten the U bolts down so tight so as to prevent the rack from being able to move at all. Snug...yes. Flopping around...no. Unmovable at all...NO.
