Although blurry, the ID features are visible. I assume juvenile bird as there is no white under the wings. There is a photo in Wheeler's Raptors of Eastern NA, page 344, Plate 458 that matches this bird perfectly. I didn't know juv GOEA may not have any white patches or crescents under the wings.
