This is really good. Don't think I've ever seen a Kingfisher's tongue before. Richard is correct in calling this the Ringed Kingfisher. More specifically, it is the female Ringed Kingfisher. Same genus as our Belted Kingfisher, i.e. Megaceryle. The Belted has a thin rufous breast band, rather than a rufous belly as shown here.

The "Ringed" sure looks like the "Belted" kingfisher of our areas.
