OK..in China, you can't drink tap water, so everyone gets those bottles on the left delivered. But actually here, this man collects the empty bottles, refills them, and then sells them on. Here he is waiting for the water bottles to get delivered. The title would be obvious to anyone living in China. there is an intersting detail to this picture that is not immediately obvious. This is also his home (the sink in the backgrouond, and you can see his wife's feet sticking out from behind that curtain, which hides a bed). Hope the explanation helped.
