This has happened in this pond before. Last year, I believe it was, it was a huge circle covering more of the pond. I think the water was up higher last year. All it is, is Cottonwood tree seeds and other types of seeds that were floating on the water. We get a wind just right and they swirl around and make a big circle. It reminded me of the crop circles in fields.
