Very large ships are not allowed to navigate the locks under their own power, so cables are used to pull them through. Despite various techniques tried over the years, the most efficient method of attaching the cables is still to have two men row a boat over dragging ropes. The ropes are then hauled aboard the ship and used to pull the cables over.
