Hi Oren,
I used Photoshop 7.0, Filter/Artistic/Fresco. This technique only works well on a small number of photographs. Older buildings and/or dark clouds generally work best. I recently took some photographs at an old abbey in the UK and some of those look good. I will post a few of them fairly soon.
