O Parque São Rafael localiza-se no extremo sudeste do município de São Paulo, a 25 km da Praça da Sé e a apenas 8 km do centro do município de Santo André. Faz divisa com o Polo Petroquímico de Capuava, que fica no município de Mauá. O bairro começou a ser formado em 1962, com o loteamento de uma parte da antiga Fazenda da Juta. Para facilitar a venda de lotes sem qualquer infraestrutura, os loteadores doavam tijolos e telhas aos compradores, em sua maioria imigrantes empregados nas indústrias da região do ABC. Atualmente, a parte norte do bairro conta com infraestrutura urbana adequada. Porém, a parte sul conta com loteamentos clandestinos, ruas sem pavimentação e falta de saneamento básico.

Parque São Rafael is located in the southeastern corner of the municipality of São Paulo, 25 km from Praça da Sé and just 8 km from the center of the municipality of Santo André. It borders the Capuava Petrochemical Complex, which is located in the municipality of Mauá. The neighborhood started to be formed in 1962, with the subdivision of part of the old Fazenda da Juta. To facilitate the sale of plots without any infrastructure, the alloters donated bricks and tiles to buyers, most of them immigrants employed in industries in the ABC region. Currently, the northern part of the neighborhood has adequate urban infrastructure. However, the southern part has clandestine subdivisions, unpaved streets and a lack of basic sanitation.
