Feb 10 - Unidentified bird of prey

Arthur R Marshall NWR

I don't know for certain what this is - my bird book suggests that the only bird with light bars on the tail like this is a Red-shouldered Hawk, but it looked much too small for that - more like the size of a large Jay.

If anyone has any positive ID I'd be interested...

Taken in Arthur R Marshall NWR in fading light.

I wondered about a Merlin too - but my bird book says they have dark tail bars. However I have seen photos of (alleged) Merlins that looked like they had light tail bars too.
