It is NOT goats rue, it is Indigofera miniata, Western Indigo even though it doesn't look like the common wild indigos. baptisia.

This is a Goat's Rue. Beautiful Color. as you know some white/ purple flowers can be found in various shades of each. I have never seen this color pattern, but I am 95% sure that it is in fact, Goats Rue.
