The image uses very similar tones throughout, which reduces its overall impact, together with a busy composition. For me, the stronger story is on the right side of the frame.
A tighter crop would emphasise this area, place the subjects more effectively along the thirds, and allow the line of the concrete bollard to lead the eye toward the seated man.
Darkening the background and adding light to the faces would help draw attention to the main story. You could also consider cropping, cloning, or darkening the section of pipe
entering from the right side of the frame. Some negative space is needed around the man on the right, so cropping may remove too much space. Cloning could be
difficult to do invisibly, making darkening a practical alternative. This is a good reminder to check the edges of the frame carefully before pressing the shutter.
