I can see the appeal with this shot. I like the framing with the greenery on the sides. Whilst the people in the foreground are part of the story I do feel they are covering
up the other part worth shooting! Perhaps you could have shot from the same location? Of if including them was definitely part of what you wanted to tell, getting your
camera up higher so you could see more of the boats on the water too, to give some separation between those layers would strengthen it. The horizon is not straight.
