This damselfly is rare in the Ottawa area. There is a story to go with this find too. I first found this damselfly floating on the water, seemingly lifeless. I picked up the damselfly to examine it closely but once on my hand it started moving, eventually straightened itself out and crawled up to the tip of my finger, and perched there in the sun. For the next 10 minutes I walked around with the damselfly perched on my finger hoping that the sun and drying non-humid air would help revive it. After 10 minutes, wanting to get my hand back, I put the damselfly on a log in the sun to continue its recovery, and then took this photo. I then noticed that one of its hind wings was missing and the other wings were in very bad shape. This damselfly was at the end of its life. A few minutes later the damselfly tried to fly but couldn't manage anything more than a jump. It was bound to end up in the water again. Unable to do anything to help this damselfly, I left.
